As stated by Discord Support, it’s based on your IP and we can’t do anything about that. If you are using a VPN, try turning off your VPN.

Understood. I don’t use VPN. Here’s what Discord support told me last time - “If you have a connection with the administrators, please ask them to completely clear the list of blocks in any case, even if your name is not on the list, since the blocking occurs by IP”
Unfortunately we can’t do that, and Albert#9480 is not on the list
